Is Texas paying for Charlie Strong to coach?

According to reports, UT is on the hook for $11,000,000 is Charlie Strong does not get another position. If the reports are accurate, if Charlie Strong takes another position, Texas gets a 50% reduction in the amount they have to pay Strong each year. That would mean that if Charlie Strong took a position at USF for $2,000,000. Texas would get a $1,000,000 credit on what they must pay Charlie Strong each of the three years that they pay the $11,000,000. That being the case, would USF hold Texas at gun point for a home and home series, in exchange for hiring Charlie Strong? What other concessions would have to be made? I do not know anything. I am just an inquiring mind that would like to know the answer.
