In order for a team to be selected does the committee have to think that it has a legitimate chance to win it all, or are teams selected that the committee believes have no realistic shot of winning? Is the tournament intended to be a reward for teams that are mediocre, or slightly better? It obviously is used to decide a champion but does it have another purpose as well?
