The new one-time transfer without having to sit out a year rule that’s set to go into effect has nothing to do with Covid. It sounds like you might be conflating two different rules. I think what you’re thinking of is the rule that says this year doesn’t count towards eligibility for any college athlete (i.e. think of it like this sports year didn’t happen for eligibility purposes. Ex: A true freshman this year is a true freshman next year. They’ll still have 5 years to play 4 starting next season).
But to answer your question, assuming the new transfer rule passes, which by all accounts it’s a foregone conclusion it will (I think they vote on it this month), yes, this kid will be immediately eligible next season.
