A scholarship proposal for Olympic sports

We might forget about getting the lottery in Alabama!!!
My proposal ( that will probably never happen) is in each sport ( baseball, softball, gymnastics, track and field, etc) see how many players are getting financial help in each sport.
Example BAMA gets 11.8 then look at the power five baseball programs and see how much financial money they have. Say the average is say15 or 16. Then non-lottery states can offer the same amount of scholarships!
This does not hurt the lottery states and the non- lottery states do not have to match the lottery states if they choose not to. But this could even out the playing field for the Olympics sports!
I don’t think this will ever happen but imo it seems like a semi logical solution.
