Phillips would need a waiver to transfer within the SEC and I highly doubt Tennessee will assist with that.

Looking at the NBA combine reports, I don't think anyone has to worry about him transferring or playing in college again. He received an invite to the combine, which means he is likely to be at least a second rounder or very high free agent.
